What's Inside

Strategy & Planning

ICP and personas down to agency size, budget cycle, and buying committee. GTM motion, market entry sequencing, and positioning built on what the buyer gets, not your feature list.

Research & Intelligence

Prospect research profiles, win/loss analysis, and voice of customer interviews. Find out why agencies buy, stall, or go quiet.

Outbound Sales

Lead lists timed to budget windows, RFP cycles, and leadership changes. Cold email, LinkedIn, and calling built as one coordinated, high-volume system.

Inbound Marketing

Content strategy, LinkedIn program, blog, and newsletter built to rank in search and get cited by AI tools like ChatGPT and Perplexity.

Sales Process & Enablement

Sales process, CRM setup, playbook, discovery framework, and proposal templates. Includes an objection library for government-specific pushback: procurement timelines, IT security reviews, and budget constraints.

Lead Qualification

For founders still running sales. Someone screens your inbound replies, form submissions, and trade show leads so you only take calls worth your time.

Marketing & Sales Assets

Case studies and one-pagers, professionally designed, written around outcomes and value instead of features.

Conference & Event Strategy

Pick the events with the most of your buyers, book meetings before the show, and measure what it was worth.

How Engagements Work

Standalone projects, retainers, or bundles. Every engagement starts with a scoping conversation and a Statement of Work. One-month minimum, three months for retainers.

Why the guide doesn’t have prices on it

Every GovTech company I talk to is a little different. Different stage, different buyers, different sales cycle, a different gap in the sales motion. A price list would overcharge the founder who needs two things and hide what the next one actually needs.

So the guide shows you the full range of what’s possible, and the final scope sets the price. You’ll see the scope and the Statement of Work before you commit to anything.

Is this a fit?

This is for you if:

✅ You sell SaaS to state and local government
✅ You're under $5MM ARR
✅ You're selling in the US or Canada
✅ You want someone on your team, not a vendor you hand a brief to

Probably not a fit if:

✅ You're past $5MM ARR
✅ You're not selling in the US or Canada
✅ You want an agency with a bench of Account Managers
✅ You want a campaign run at arm's length

Who wrote this

John and Zeke

I’m John Kitsmiller. I’ve spent more than 20 years selling to government, including eight years selling SaaS into prosecutor’s offices, where I ran sales, marketing, and GTM for the last five. I’ve founded four companies over 30 years.

Now I work with a small number of GovTech and LegalTech founders, six to eight at a time, as part of their team. I’ll tell you the real deal, even when it’s not what you were hoping to hear. And no slides on discovery calls. It’s a conversation.

Grab the guide, see what fits, and we’ll build the scope from there.
